You do have the right amount of subscribers to apply for media rank, however, you have not been uploading videos on MunchyMC for the past month. In fact I cannot find any evidence that you have ever made videos on MunchyMC. I would advise that you reapply when you have been uploading content on MunchyMC for at least a month.
